    Course Introduction

    The Electrical and Mechanical Services Department (EMSD) will introduce a new guideline for the implementation of risk assessment for aged traction lifts in Hong Kong, aligning with the Greater Bay Area (GBA) “Specifications for Risk Assessment of Traction Lifts,” which was officially announced as part of the GBA Standards initiative in April 2023. This move supports the broader goal of establishing mutually recognised technical standards across Guangdong and Hong Kong, and Macao to enhance safety, interoperability, and professional practice within the lifts and escalators sector.

    To support industry readiness and effective adoption, the Hong Kong Productivity Council (HKPC) will organize a focused 14-hour Risk Assessor Training Course in December 2025. Upon full attendance and passing the end‑course examination, participants will be recognised as Accredited Risk Assessors for aged lifts in Hong Kong. The programme is designed to familiarise participants with the GBA‑aligned risk assessment framework and to translate it into practical implementation for Hong Kong’s operating environment.

    Course Outline

     Foundations, Standards, and Management Assessments

    • Master core risk concepts, including hazards, severity–probability–detectivity, and categories I/II/III.
    • Navigate the standards and scope across GBA, Cap.618, ISO 14798, and EN81 with clear applicability.
    • Define roles and workflows for RP, RLC, RLE, and the assessment team with proper preparation and instruments.
    • Evaluate operation and maintenance management criteria, scoring methods, and decision outcomes
    • Become an Accredited Risk Assessor for aged lifts in Hong Kong upon full attendance and passing the examination.

    Technical Inspection, Risk Scoring, and Reporting

    • Perform practical inspections using the subsystem checklists with clear on-site test steps.
    • Create a professional audit report with photos, clear justifications, proper sign‑offs, and stakeholder-ready recommendations
    • Participate in Demonstration and Group Discussion on Audit report to interpret evidence and align conclusions professionally.

    Mr. Wan Kai Man, Raymond

    Raymond is a registered Lift and Escalator Engineer with over 30 years of experience in lift systems design, project management, statutory inspections, and professional training. Currently a part-time tutor at VTC and Associate Director at Modern Testing Consultant Co. Ltd., Mr. Wan is highly experienced in risk assessment, regulatory compliance, and the implementation of the Greater Bay Area Standard for traction lifts.

    Participants should hold one of the following professional qualifications:

    • Registered Lift Engineer
    • Master’s Diploma in Lifts and Escalators (recognized professional qualification)
    • Certified Elevator Inspector by the State Administration for Market Regulation
