    Course Introduction

    In the fourth quarter of 2025, the Electrical and Mechanical Services Department (EMSD) introduced a new guideline for conducting risk assessments on traction lifts in Hong Kong that are not equipped with essential safety devices. The purpose of the lift risk assessment is to identify potential safety hazards and risks associated with lift operation, evaluate their impact on users and equipment, and provide recommendations to mitigate the identified risks, thereby contributing to the long-term improvement of lift safety.

    To support the industry in effectively implementing these guidelines, the Hong Kong Productivity Council (HKPC) will offer a 14-hour risk assessor training course. Upon full attendance and passing the end-of-course examination, participants be awarded the certificate of Accredited Risk Assessors of Lifts in Hong Kong.

    Course Outline

     Day 1: Foundations, Standards, and Management Assessments

    • Master core risk concepts, including hazards, severity–probability–detectivity, and categories I/II/III.
    • Navigate the standards and scope across GBA, Cap.618, ISO 14798, and EN81 with clear applicability.
    • Define roles and workflows for RP, RLC, RLE, and the assessment team with proper preparation and instruments.
    • Evaluate operation and maintenance management criteria, scoring methods, and decision outcomes
    • Become an Accredited Risk Assessor for aged lifts in Hong Kong upon full attendance and passing the examination.

    Day 2: Technical Inspection, Risk Scoring, and Reporting

    • Perform practical inspections using the subsystem checklists with clear on-site test steps.
    • Create a professional audit report with photos, clear justifications, proper sign‑offs, and stakeholder-ready recommendations
    • Participate in a demonstration and discussion on the audit report to interpret evidence and align conclusions professionally.

    Tutor

    Mr. Wan Kai Man, Raymond

    Raymond is a registered Lift and Escalator Engineer with over 30 years of experience in lift systems design, project management, statutory inspections, and professional training. Currently a part-time tutor at VTC and Associate Director at Modern Testing Consultant Co. Ltd., Mr. Wan is highly experienced in risk assessment, regulatory compliance, and the implementation of the Greater Bay Area Standard for traction lifts.

    Prerequisites

    Participants should hold one of the following professional qualifications:

    • Registered Lift Engineer under the Lifts and Escalators Ordinance (Cap. 618); or
    • An expert who has obtained the “Professional Diploma Meister Lift and Escalator Engineering”; from the Technological and Higher Education Institute of Hong Kong or an equivalent qualification; or
    • A lift inspector accredited by the State Administration for Market Regulation.

    Deadline of Registration and Notification

    The application deadline is set at 14 Jan 2026 (Wednesday). Successful applicants will be informed via confirmation e-mail on or before 20 Jan 2026 (Tuesday). If the applicants have not received the confirmation e-mail by 20 Jan 2026 (Tuesday), their applications will be regarded as NOT successful.

    Remarks

    1. Applications will only be processed upon receipt of the relevant professional qualification documents by the Council.
    2. The list of course participants will be confirmed following assessment by the Council, which reserves the right to make the final decision.
    3. Payment may only be made after the application has been confirmed by the Council, following the instructions provided via email.
    4. Upon completion of the course, participants must sign a Code of Conduct for Accredited Risk Assessor of Lifts and submit the required forms following the designated procedure to officially become an Accredited Risk Assessor of Lifts.
